On behalf of the North American Plant Protection Organization (NAPPO), and the NAPPO Risk-Based Sampling Steering Committee, I am pleased to invite you to attend the International Symposium for Risk-Based Sampling (RBS) to be held June 26-30, 2017 at the Hilton Baltimore Inner Harbor in Baltimore, Maryland, USA.
NAPPO and the International Plant Protection Convention (IPPC) recognize the need for phytosanitary measures to be technically justified. Including RBS concepts in inspection allow this phytosanitary measure to be more meaningfully linked to risk management and useful for program and operational adjustments. An RBS inspection policy framework can be an important way for national plant protection organizations to make the most of limited resources (i.e. inspectors, facilities, and budgets). RBS focuses inspection and regulatory work on the highest risk pathways allowing for expedited trade of low-risk commodities. The focus on high-risk pathways combined with fast trade can assist in promotion and acceptance of the idea of safe trade.
Around the world, many countries and their respective national plant protection organizations are at varying stages of RBS implementation. The vision and motivation for this international symposium is to harmonize RBS efforts, duplicate success, learn from our failures, and promote an environment of RBS acceptance that will focus agricultural quarantine policy on risk based ideas.
